Eagle is currently seeking a Senior Project Manager – Change Management & Public Sector for a one (1) year contract opportunity, scheduled to begin in December.

Key Responsibilities

The successful candidate will be responsible for:
  • Analyzing the client’s business requirements, policies, and procedures;
  • Determining the needs and deliver data-driven recommendations and reports to stakeholders in order to ensure balance between business need and what is technologically and functionally reasonable;
  • Providing leadership and change management expertise, ensure the scope of the project is sound and report regularly on the progress of the project;
  • Working directly with the clients and external stakeholders to identify procurement and financial processes that are impacted by the Project and will provide strategies to implement any necessary modifications to existing processes and/or to the replacement technology to enhance functionality in accordance with the client’s needs and objectives;
  • Assisting with project management and business analyst technical support throughout the pre- implementation (planning), implementation and post-implementation phases of the Project;
  • Communicating to the client the required process changes, assessing end user abilities and tailoring training to meet end user needs, conducting and/or facilitating onsite and/or web-based training for end-users, and utilizing facilitation tools and group process techniques;
  • Coordinating and project managing the implementation of the replacement technology within the client in a decentralized environment to ensure all aspects of implementation are considered;
  • Assisting with the development of the Project scopes and objectives, involving all relevant stakeholders and ensuring technical feasibility;
  • Developing training and change management strategy and objectives for the client;
  • Developing comprehensive project communications and engagement plans to be shared with the client and external stakeholders;
  • Creating a detailed business and technology analysis, outlining problems, opportunities, and business solutions;
  • Identifying and prioritizing technical and functional requirements;
  • Translating and simplifying the requirements into data-driven language;
  • Develop a training plan, including pilot processes, materials, logistics, and schedule with input 
  • Revising/updating training material to address new features and released changes;
  • Incorporating user experience principles and techniques into change management approach to maximize uptake and use of the replacement technology;
  • Conducting change management training/knowledge transfer;
  • Executing training and organizational change management plan, etc.;
  • Gathering the required subject matter experts, appropriate system testing contacts and stakeholders to ensure consultations, feedback, process changes and approvals are obtained in an effective and efficient manner;
  • Coordinating, developing, and participating in required training for both internal and external stakeholders; and,
  • Travel may be required.
Skills and Qualifications

The qualified candidate must have:
  • A Degree in Business Administration, Public Administration, or a related field, or an equivalent combination of education and experience;
  • A Project Management Professional Designation and/or experience with public sector procurement, risk management, finance management and/or strategic business planning, preferably in a transportation or infrastructure environment;
  • Experience providing business analysis support on an IT project with multiple stakeholders;
  • Experience in a senior management role leading business transformation projects involving a diverse range of program areas;
  • Experience with change management, strategic decision-making, engagement and policy and technology implementation;
  • Experience advising on compliance with policy;
  • Experience leading diverse teams in a decentralized environment;
  • Solid technical background, with understanding of and/or hands-on experience in software development and web technologies;
  • Experience establishing collaborative relationships with senior leaders across organizations and leading organizational change associated with implementation; and,
  • A minimum of three (3) years within the past six (6) years providing services of a similar scope and complexity to the Project. Similar scope and complexity are defined as provision of multi-year implementation and change-management services within a diverse organization to ensure implementation of new technology and/or processes in a manner that meets the needs of the organization.
