Eagle is currently seeking a Contract Analyst for a five (5) month contract opportunity, scheduled to begin immediately.

Key Responsibilities

The successful candidate will be responsible for:

  • Working internally with multiple Supply Chain (SC) staff, and externally as required, to collect/analyze information, and contribute meaningful insights and analytics to help shape sourcing strategies for the acquisition of services and materials under Category Management;
  • Conducting thorough and continuous research, analysis, and analytics on a variety of subjects including but not limited to: historic spend, known demand, forecasted spend, construction trends, labor market trends, economic trends, commodity market trends, supply market trends, supply chain risks and opportunities, supply market trends, supplier capacities and capabilities, supplier product and commercial strategies, strengths, weaknesses, financial solidity, and reputations, industry new entrants and substitutions, supplier innovations and technology roadmaps, relevant legislation, norms and standards and their evolution;
  • Possibly leading the contract formation and/or contract administration process for various direct and indirect material purchases;
  • Developing, issuing, and managing tender documents (RFPs, RFQ, RFIs, etc.);
  • Negotiate contract commercial terms, ensuring they meet requirements of internal stakeholders (i.e., risk, legal, project management, etc.) and client standards;
  • Administering multiple contracts including issuance of change order requests, negotiation, and approval of change orders, RFI's, etc.;
  • Leading proposal analyses and proposal commercial evaluations;
  • Coordinating overall RFP evaluations with project clients;
  • Providing sound Supply Chain Management advice, guidance, and options to internal project clients while following established processes and proper authorization controls;
  • Developing and articulating project and contract acquisition strategies within area of responsibility and communicate strategies to project clients and Senior Management;
  • Managing competitive sourcing processes and single/sole sourcing processes for major contracts; 
  • Cross-functional teams during contract tendering, formation, administration and negotiation; 
  • Coordinating communication efforts with suppliers, team members, company experts, and advisors (legal, risk, tax, supplier qualification, etc.); 
  • Conducting market and competitive intelligence research and analysis within area of responsibility; 
  • Maintaining contract records in SAP, ensuring governance requirements are met at all times;
  • Providing data, analytic, and decision support to strategic procurement teams across all stages of the category management processes;
  • Connecting historical spend, forecasted spend, market intelligence and develop recommendations as inputs to SC strategy development;
  • Creating reports and presentations to meet the requirements of variety of audiences;
  • Presenting the findings through presentations, education sessions and webinars to a broad range of audiences;
  • Demonstrating value addition to the acquisition process by consistently providing relevant, timely, and meaningful analytics and insights;
  • Maintaining ties to appropriate industry groups and conduct ongoing research of industry benchmarks;
  • Evaluating and managing subscriptions to various sources of information;
  • Assessing new market entrants and non-traditional suppliers;
  • Working with key suppliers and external parties to develop an understanding of the marketplace pertaining to the category or project portfolio;
  • Analyzing spend data to identify trends and prioritize strategic procurement opportunities; and,
  • Making decisions and recommendations within established guidelines, procedures or polices and up to those within authorized limits.

Skills and Qualifications

The qualified candidate must have:

  • The University Degree in relevant discipline;
  • Four (4) years’ experience;
  • Considerable knowledge and makes decisions based on policy;
  • Experience managing problems that are unique and that require independent thinking;
  • A solid understanding of Category Management;
  • Excellence in all forms of data manipulation and analysis; 
  • A track record of excellence converting analytics into business insights and decisions; 
  • Direct experience with modern strategic sourcing processes; 
  • Demonstrated ability to manage large and complex databases from ERP systems; 
  • The ability to research supplier and market public information to construct models and market analysis as well as build “should cost” models and total;
  • Strong communication and stakeholder management capability; and,
  • The ability to integrate large amounts of public indices, information and news into analysis.
