Eagle is currently seeking a Digital Government Program Manager. This is a three (3) month, contract position scheduled to start in January.

Key Responsibilities

The successful candidate will be responsible for:

  • Redesigning the website to make it easier to use, search and understand;
  • Simplifying application processes for government services for a more streamlined and personalized client experience;
  • Sending status and informational alerts and notifications to clients to keep them better informed;
  • Providing clients with a single user name and password to use in every digital interaction;
  • Creating a space on website where clients can view a history of their interactions;
  • Creating a space on the website where clients can view and manage their information and preferences;
  • Planning, implementing, managing, superving, and evaluating of the clients digital by design program; 
  • Executing the program plan, aligning program outcomes with key stakeholders’ expectations and standards;
  • Possessing a strong background in agile project management methodologies, principles and practices and being accountable for the success of all six initiatives and team members within this phase of the digital by design program;
  • Work in collaborative environments and understanding the importance of building and maintaining an engaging culture; 
  • Establishing, planning, and delivering program objectives; 
  • Determining program budget requirements; 
  • Managing the strategic and operational aspects of the program; 
  • Establishing program-level processes and procedures; 
  • Summarizing, preparing, and communicating program plans, tables, and diagrams to identify, analyze, and resolve program-related issues; 
  • Minimizing exposure and risk across the program; 
  • Collaborating with executives to ensure all organizational stakeholders are committed and moving forward on project and organizational goals; 
  • Providing input to the Executive Steering Committee on program status, risk, and risk mitigation alternatives; 
  • Managing changes to program scope and pro-actively communicating the potential impacts such as cost, time, resourcing and risk to executive; 
  • Defining and communicating product objectives; 
  • Leading up to three product streams, managers and scrum masters from initial set up to delivery of milestone objectives; 
  • Ensuring alignment across the teams within the program; and, 
  • Other duties as required.

Skills and Qualifications

The qualified candidate must have:

  • Post-secondary education in computer science or management from a recognized institution;
  • Seven (7) plus years’ experience as Program Manager;
  • Experience with successfully leading, managing, and delivering multiple simultaneous project streams on time and on budget;
  • Experience managing large project teams including internal employees and external vendor resources;
  • Understanding of industry best practices in project management, application development, solution delivery, and systems integration;
  • Experience working with clients collaboratively on the design, development, testing and implementation of systems;
  • Strong written and oral communication skills;
  • Skills in facilitation and negotiation;
  • Experience with agile methodology describing various tools and techniques used;
  • Experience collaborating with executives at all organizational levels; and,
  • Recognized professional certification.
