Data Governance/Change Management – Data Foundation

Eagle is currently seeking a Data Governance/Change Management – Data Foundation. This is a twelve (12) month, contract position scheduled to start in September.

Key Responsibilities

The successful candidate will be responsible for:

  • Supporting data governance team for the building out of the data lifecycle management (DLM) program across the organization in accordance with the enterprise data and information policy and standards;
  • Developing high level requirements and plans; 
  • Collecting data retention inventory with existing retention practice; 
  • Organizing enterprise schedule; 
  • Coordinating gap analysis and commensuration remediation plans; 
  • Coordinating, partner and build consensus with business, shared services and controlling partner teams to understand current state and developing longer term, sustainable action plans; 
  • Developing and recommending sustainable processes and procedures for DLM; 
  • Ensuring decisions and solutions on DLM projects are aligned with insurance data strategies; 
  • Navigating across and partnering with, data steward community for best practices, insights and shared learning principally as it relates to DLM; 
  • Providing thought leadership on DLM leveraging industry best practices and experience; 
  • Acting as an expert with a detailed understanding of the retention and destruction practices within the organization; 
  • Representing DLM on various enterprise-wide projects and initiatives; 
  • Working effectively with multiple teams across a broad spectrum of initiatives and functional domains, influencing and aligning others as needed; 
  • Providing functional and business level communications to ensure messages to stakeholders and employees are consistent, appropriate and aligned to business strategies and executive management direction; 
  • Building and managing relationships and partnerships in the delivery of the DLM program with senior business leaders and internal/external stakeholders from both business and technology; 
  • Participating fully as a member of the data governance team, supporting a positive work environment that promotes service to the business, quality, innovation and teamwork and ensuring timely communication of issues;
  • Working in partnership with the business office transformation team to build and deliver a change management plan supporting the business needs to support change;
  • Employing a structured change management methodology to ensure a smooth transition to the new data warehouse and the related role and processes changes related to data foundation implementation;
  • Building and delivering various communications in support to the impacted business areas such as project's informative web site, blogs and newsfeed;
  • Organizing and leading change network sessions with change leads from the various business areas, fostering a positive adoption of the business capabilities brought by the new working environment;
  • Designing, facilitating, and sustaining a variety of learning experiences such as formal classroom and virtual learning and experiential tactics;
  • Acting as an expert in instructional design and emerging delivery methods, continuing to identify ways to deliver courses and consulting offerings that are both engaging and delivered in an efficient manner and driving the right learning outcomes;
  • Supporting the project's showcases and town halls presentations and providing business support answering questions on the project's deliveries, components and impacts;
  • Employing a communication plan to ensure all employees are fully aware of the impending changes;
  • Creating plans that accommodate the needs of different stakeholder groups impacted by the change;
  • Working with resources to define and create training and tools; 
  • Establishing effective relationships across multiple business and technology partners, programs and project managers;
  • Identifying "landmines" and potential points of resistance, and helping identify counterstrategies to mitigate or minimize potential resistance; and,
  • Accounting for events that impact employees and reviewing ongoing changes to identify too much change and potential change fatigue. 

Skills and Qualifications

The qualified candidate must have:

  • Bachelor's degree in a technical field such as computer science, business administration, project management or related field;
  • Technical certificate;
  • Bilingualism (French and English);
  • Eight to ten (8-10) years’ experience;
  • Seven (7) plus years relevant experience in data governance, data management, data lifecycle management, records retention and disposition; 
  • Seven (7) years’ experience in relationship management, IT BSA and PMLC;
  • Five (5) years’ experience in compliance, legal, risk management or internal audit;
  • Five (5) years’ experience in change management; 
  • Proven track record of success with ability to influence and drive results through all levels of management;
  • Exceptional written and oral communication skills in both English and French;
  • Experience working on data integration projects or large scale, complex regulatory projects using formal project delivery methodology; 
  • Experience in insurance or financial field; and,
  • Experience leading data related initiatives with specific emphasis on data retention and destruction expertise (an asset).
