Senior Program Solution Manager - Hybrid Cloud Project

Eagle is currently seeking a Senior Program Solution Manager - Hybrid Cloud Project. This is a six (6) month, contract position scheduled to start in June.

Key Responsibilities

The successful candidate will be responsible for:

  • Managing the end–to-end delivery of I&IT business solutions such as application and infrastructure to meet customer needs within established enterprise architectural standards and policies;
  • Collaborating with the project management office to determine the optimal model with which to source the project, considering available internal and external resources;
  • Providing input and assisting with vendor management;
  • Managing the application of standard systems development life cycle processes to develop software applications and solutions in response to business requirements including any change initiatives;
  • Managing the technical documentation for all design aspects to provide support to solution development and testing teams for enterprise solutions;
  • Participating in tier 3 application support activities including incident management and supporting the assessment and delivery of application upgrades and patches;
  • Collaborating with, and providing expertise to clients on solutions;
  • Articulating and persuaing relative to the value of the program and project and ensuring delivery of the value as committed;
  • Consulting regularly with clients to determine their needs and developing plans for improved service delivery;
  • Collaborating with the enterprise architecture team on the solution design to ensure it conforms to enterprise architectural standards and future roadmaps;
  • Liaising with project manager and delivery coordinator both internal and external, throughout the solution development lifecycle;
  • Participating in project steering committee meetings as the lead I&IT representative;
  • Advocating on behalf of the business to ensure that the project is successful;
  • Contributing to policies directly impacting the development of application functionality used to manage and administer application security and access;
  • Recognizing and validating existing and potential systems opportunities to provide advice and guidance as required;
  • Overseeing application of standardized change management procedures to migrate applications and fixes, patches and upgrades from development through user acceptance testing to production;
  • Providing input to budgets and staffing plans that adhere to corporate standards and applicable legislation;
  • Meeting service delivery objectives and managing projects and department activities within budgetary limits;
  • Tracking projects and initiatives, reviewing progress and endorsing scope, time or cost changes, allocating funding to section projects and ensuring expenditures are tracked to meet project plans;  
  • Escalating severe problems to senior manager and informing business and relationship managers of any impact on business’ requirements;
  • Assisting with accurate forecasting, budgeting and financial management for each project;

  • Providing technical direction to a cross-functional team engaged to deliver projects;
  • Delivering timely feedback to ensure a cohesive operational unit and the optimum use of team skills;
  • Monitoring work assignments to ensure adherence to timelines;
  • Monitoring the achievements of performance objectives; and,
  • Providing technical guidance and mentoring to managers as well as technical design and production support staff during solution management, solution design, project and support activities.

Skills and Qualifications

The qualified candidate must have:

  • Diploma in computer science OR a related discipline OR a combination of education, training, and experience deemed equivalent;
  • Eight (8) years’ experience with a solid background in analysis, design and development of corporate systems’ architecture;
  • Six (6) years of project and solutions management experience;
  • Excellent knowledge of the principles, practices, and standards of the systems development life cycle;
  • Experience developing and implementing small and large enterprise applications developed on microsoft or oracle platforms with a strong ability to write SQL code;
  • Knowledge of the principles and practices of systems development and the systems development life cycle process;
  • Ability to promote a coherent corporate approach to enterprise application delivery using a multi-tiered architecture;
  • Experience analyzing solution needs and determining resources required to meet objectives;
  • Knowledge of operating systems, middleware, and other technologies for building and maintaining multi-tiered enterprise business solutions;
  • Experience with working at the senior level and with diverse, distributed teams;
  • Experience with multiple, industry standard, structured, and agile methodologies;
  • Problem solving, leadership, interpersonal, and oral/written/presentation skills to lead the analysis, design, and development of enterprise business solutions across multiple platforms;
  • Business and I&IT solution consulting experience (an asset);
  • Current project management certification from a recognized institute (an asset);
  • Experience with the open group architecture framework (TOGAF) or Zachman Framework (an asset);
  • Certification in ITIL foundations (an asset); and,
  • Training in the microsoft visual basic or visual studio development suite and oracle development tools such as PL/SQL, oracle forms, oracle reports and oracle discoverer (an asset).
